Utilities Director (Closing: May 23, 2025) Share Share Email Tweet Share UTILITIES DIRECTOR FT/REGULAR EXEMPT - LEVEL 15 SALARY: $39.19/HR GENERAL DEFINITION: The primary responsibility of this position is to perform administrative, managerial and supervisory responsibilities in assuring efficient services of Pueblo of Zuni Water and Wastewater divisions. SUPERVISION RECEIVED: Work is performed under the direct supervision of the Public Works Division Director. SUPERVISION EXERCISED: Supervises the administrative staff, all Water Resource Labors/Operators, Meter Reader, and Inventory Technician. DUTIES: Directs and administers the operation, planning, and development for Utilities Department. Primarily responsible for short- and long-term planning of capital improvement projects. Incumbent is responsible for capital improvement projects and the overall compliance of operations and maintenance of Water Utility and Wastewater Treatment. Develops and revises standard operating procedures for structure and activities under the program. Coordinates the activities and operations of the water production, water distribution, reclaimed water distribution or wastewater collection division within the Water Utility Program. Understand the expectations of project requirements and ensure compliance with those requirements; attend progress meetings and critical issue meetings, prepare notes or reports as necessary and inform the Branch leadership of any major issues Manage progress on projects while operational activities are being conducted, working with Crew Leaders and contractors to ensure proper execution of project specifications. Responsible for all daily progress reports (Driller Reports, Wellpoint Reports, Pump Water Reports, etc.) Document and track project progress, changes, and issues; communicate and inform progress with Tribal Administrator and Public Works Director Participate in estimating projects and the development of proposals for specific customer requirements Attends industry functions to help promote the image and recognition of the Pueblo of Zuni utility program Ensure proper documentation and agreements are executed and on file prior to beginning work Ensure that scheduled operations are performed on a timely basis. Ensures compliance with State and Federal regulations including OSHA and EPA, standards and operating criteria. Responsible for purchasing necessary supplies and capital outlay items within the approved budget. Keeps the Tribal Administrator and Public Works Director fully informed on all operational functions and progress. Enforces rules, regulations, policies and procedures. Assists engineer in oversight of Water Utility contracts. Assists in updating Tribal utility codes and resolutions. Responsible for fiscal management of the Utilities Department. Prepares budgets, budget revisions and scope of work for submittal on an annual basis and as needed for revision. Reviews and approves all expenditures for the program to ensure accuracy of the cuff account and ensure funding is available to achieve program goals and objectives. Coordinates activities of project through delegated subordinates and establishes budget control system for controlling expenditures. Oversee the development, implementation, reconciliation, and monitoring of the programs cuff account on a monthly basis. Prepares and submits reports on the status, annual reports, activity reports and plans for current and future operations. Plans, implements, and amends the Plan of Operation as deemed necessary. Prepares grants for additional funding sources to develop new services. Ensure grant information is being collected within the program to submit for funder reporting. Responsible for preparing and submitting funding applications to various agencies for continued operations of the program. Prepares and submits written progress reports to HIS, other agencies, and/or Tribal Administrator. Responsible for gathering and analyzing program statistical data and evaluating areas for improvement. Ensures compliance with all grant funding requirements. Responsible for policies & procedures regarding consumer accounts, including collections, disconnections, adjustments, etc. Oversee the collection processes on customer accounts, including disconnecting services as necessary. Coordinates, develops, implements, monitors, evaluates and revises training program for staff. Monitors and conducts performance evaluations of all supervised staff according to personnel policies, mid-year and end of the year. Monitors training and certifications for staff to ensure all individual development plans are in place in accordance with related position descriptions. Develops and revises standard operating procedures for structure and activities under the program. Conducts and monitor overall quality of services and performance of staff. Serves as the department liaison between departments and the community. Retrieves and analyzes information relevant to programs within the department that may inquire about the programs services. Collaborate with local and outside programs and/or agencies to establish additional resources and partnerships. Establishes, directs and assures compliance within the department for tribal members served. Attends monthly managers meetings for communication purposes. Performs other job-related duties as assigned. ~ Attends conferences and meetings which relates directly to the program. MINIMUM QUALIFICATIONS: KNOWLEDGE, SKILLS & ABILITIES: Knowledge of public works management practices, system analysis, operations, finance and accounting. Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations. Skill in budget preparation, management, and implementation. Skill in operational and financial reports. Knowledge of principles and practices of management and supervision. Ability to identify and analyze program problems and find solutions. Knowledge of 2CFR 200 practices and compliance. Ability to effectively develop, manage and monitor grants, funds, and program budgets. Competent in grant proposal writing. Ability to exercise initiative and independent judgment. Demonstrates sensitivity to community issues and concerns. The ability to work independently and meet strict timelines. Effectively communicate both verbally and in writing. Capability of establishing and maintaining effective working relationships with individuals, including staff, other tribal employees, customers, and the general public. TRAINING & EXPERIENCE: Bachelors degree in Civil or Environmental Engineering, Public Administration, Business Administration or a related field with four (4) years of work experience applicable to utilities administration. OR Associates Degree in Water or Wastewater Technologies or closely related field with six (6) years of specialized experience in public utilities as a program manager or program administrator. An equivalent combination of relevant education and experience may be considered in lieu of education and years of experience. LICENSE & CERTIFICATES: Must have a valid New Mexico Driver's License with no DWI/DUI convictions within the past three (3) years. Must be insurable for liability purposes. Driving is an essential part of the duties. Level 3 Water Distribution Level 1 Water Treatment PHYSICAL DEMANDS: Candidates must be in good physical condition. Visual and auditory acuity required. Daily physical activity is required, including considerable amounts of walking, bending, stooping, kneeling, and climbing work or project sites. Work will occasionally be outdoors in all kinds of weather conditions. Position is subject to odors and fumes from raw sewage, mud, dust and may be subjected to other pollutants from chemicals, paint, and petroleum products that may be in the system. Subject to loud noise and vibrations, from various equipment and other tools. SPECIAL WORKING CONDITIONS: Position is subject to Pre-Employment drug testing. This position is Safety Sensitive and will be subject to random drug testing for duration of employment. May be required to be on-call 24/7 and may be required to work on weekends, holidays and in the late evenings under emergency conditions.
