Position: Principal Business Analyst Disaster Recovery

Hours: Monday Friday, 8:00am 5:00pm

Position Description

Under the general guidance of the IS Project Director, this senior-level Principal Business Analyst will lead and execute the organizations disaster recovery and business continuity initiatives. The role requires business acumen to collaborate internal agencywide and within larger Citywide programs to meet regulatory requirements, industry standards, and City DPR3 policies.

Essential Functions

  • Lead the development and maintenance of enterprisewide disaster recovery and business continuity plans aligned with organizational objectives and risk tolerance.
  • Conduct thorough documentation of all critical systems, applications, data, and dependencies.
  • Create detailed recovery procedures and stepbystep runbooks for each critical system.
  • Establish RTO and RPO for all businesscritical systems and ensure plans are reviewed at least quarterly or upon significant infrastructure changes.
  • Coordinate with system owners and business units to gather requirements and ensure plan accuracy and completeness.
  • Document disaster recovery roles, responsibilities, and escalation procedures, and maintain archival version control.

Strategic Planning & Infrastructure Design

  • Conduct risk assessments and business impact analyses to identify critical systems and recovery priorities.
  • Design recovery architectures and failover strategies for missioncritical applications and infrastructure.
  • Evaluate and recommend disaster recovery technologies and solutions that align with organizational needs and budget.

Program Management & Implementation

  • Lead crossfunctional teams to implement disaster recovery solutions across business units and technical domains.
  • Oversee procurement, configuration, and deployment of disaster recovery technologies.
  • Manage disaster recovery budgets and resource allocation.

Testing & Validation

  • Plan and execute regular disaster recovery drills and fullscale exercises to validate plan effectiveness.
  • Analyze test results, identify gaps, and recommend improvements.

Compliance & Governance

  • Ensure disaster recovery programs meet regulatory requirements and industry standards (e.g., ISO27001).
  • Maintain compliance documentation and audit readiness.
  • Conduct training and awareness programs for staff.

Qualifications

Education: Associate degree in business administration, public administration, information systems, economics, finance, computer science, or closely related field from an accredited college or university, or equivalent total course credits (at least 60 semester or 90 quarter credits, with a minimum of 20 semester or 30 quarter credits in one of the specified fields).

Experience: Five (5) years in the information systems field, including system analysis, business process design, development, and implementation of business application solutions or IT project management.

Substitution: Additional experience up to two (2) years may substitute for the required degree on a yearforyear basis. One (1) year is equivalent to thirty (30) semester units or fortyfive (45) quarter units, with a minimum of 10 semester or 15 quarter units in one of the specified fields.

Desired Qualifications:

  • Utility industry experience.
  • Six Sigma or similar process improvement certification.
  • Experience with security and network infrastructure.
  • Knowledge of IT service management frameworks (ITIL).
